The <br /> additional hours are needed to administer the expanded in-home aide <br /> service agreement with Monarch Health Care Providers . <br /> BACKGROUND: During its second extra session this summer, the General <br /> Assembly added $5, 000, 000 in state in-home funding to the continuation <br /> budget for the Home and Community Care Block Grant for Aging Services. <br /> Orange County' s share of these additional funds is $52, 381 . At its <br /> September 17 meeting the Orange County Block Grant Committee <br /> recommended that the majority of these funds be used to expand the <br /> current in-home aide service agreement with Monarch Health Care, the <br /> provider selected through competitive bid. This means that the 52 <br /> people currently on the Department' s in-home services waiting list will <br /> benefit from the provision of more than 5, 300 additional hours of <br /> service. The additional Care Manager hours will be spent conducting <br /> client assessments and monitoring service quality. This position was <br /> reduced by four hours in 1994 in response to a revenue decrease. The <br /> cost of the salary and fringe increase for the nine month period ending <br /> June 30 is $2, 246, to be funded from the $52, 381. <br />
