4 <br /> Attachment 2 <br /> BUDGET AND MANAGEMENT ANALYST II <br /> GENERAL. DEFINI TION OF WORK: <br /> Performs difficult professional work in the development, administration and analysis of the <br /> County operating budget and capital improvement plan and analysis and evaluation of County <br /> programs and activities; does related work as required. <br /> Work is performed under general supervision. Supervision may be exercised over subordinate <br /> clerical and technical personnel. <br /> TYPICAL TASKS: <br /> Provides budget and management analysis for County departments and outside agencies; <br /> Develops budget instructions, work papers and documents; <br /> Conducts departmental budget reviews, analyzes budget requests and makes funding <br /> recommendations to the County Manager; <br /> Prepares necessary budget and project amendments for Board of Commissioner's approval; <br /> Monitors revenue and expense budgets periodically and recommends adjustment; <br /> Gathers operational, financial and other data; conducts research and evaluation studies; <br /> Performs the analysis of current operating expenditures and revenues and the estimating of future <br /> expenditures and revenues; <br /> Conducts specific research and related projects concerning various issues; <br /> Develops capital improvement plan instructions and work papers for all County projects; <br /> Reviews and analyzes project requests and makes funding recommendations; <br /> Monitors projects progress to ensure necessary funds are available for completion; <br /> Performs related tasks as required. <br /> KNOWLEDGE. SKILLS AND ABILITIES: <br /> Thorough knowledge of the theories, principles, practices and theories of local government <br /> budgeting and program evaluation and finance; thorough knowledge of evaluation measurement <br /> and review techniques; thorough knowledge of the State laws and local ordinances applicable to <br /> budget preparation approval and administration; thorough knowledge of the functions and <br /> operations of local government agencies; ability to analyze and develop budget estimates; ability <br /> to plan and supervise the work of subordinates; ability to develop and conduct technical program <br /> evaluations; ability to conduct detailed research and prepare reports and findings; ability to <br /> establish and maintain effective working relationships with associates. <br /> EDUCATION AND EXPERIENCE: <br /> Any combination of education and experience equivalent to graduation from an accredited <br /> college or university with major course work in public administration,business administration or <br /> related field and at least 2 years professional experience in budget,financial or program <br /> evaluation work. <br />
