3 <br /> Attachment 1 <br /> BUDGET AND MANAGEMENT ANALYST I <br /> GENERAL DEFINITION OF WORK: <br /> Performs intermediate professional and administrative work in the development, preparation, <br /> administration and analysis of the County operating budget and analysis and evaluation of <br /> County programs and activities; does related work as required. <br /> Work is performed under regular supervision. <br /> TYPICAL TASKS: <br /> Provides budget and management analysis for County departments and outside agencies; <br /> Assists departments in the preparation of budget requests; reviews budget requests for <br /> completeness and accuracy; <br /> Makes recommendations for funding levels to the Budget Team; <br /> Coordinates the outside agency budget process; reviews applications to develop funding <br /> recommendations; <br /> Maintains personnel database and other databases used in budget department; <br /> Maintains budget tracking system for budget amendments. <br /> Maintains general ledger system to ensure that departmental and project budgets are in <br /> conformance with the actions of the Board of County Commissioners; <br /> Assists County departments and management in special projects and studies. <br /> Performs related tasks as required. <br /> KNOWLEDGES. SKILLS AND ABILITIES: <br /> General knowledge of the theories,principles,practices and techniques of local government <br /> budgeting and program evaluation and finance; general knowledge of evaluation measurement <br /> and review techniques; general knowledge of the State laws and local ordinances applicable to <br /> budget preparation approval and administration; general knowledge of the functions and <br /> operation of local government agencies; ability to analyze and develop budget estimates; ability <br /> to develop and conduct technical program evaluations; ability to conduct detailed research and <br /> prepare reports and findings; ability to establish and maintain effective working relationships <br /> with associates. <br /> EDUCATION AND EXPERIENCE: <br /> Any combination of education and experience equivalent to graduation from an accredited <br /> college or university with major course work in public administration, business administration or <br /> related field and at least 1 year professional experience in budget, financial or program <br /> evaluation work. <br />
