J <br /> 1 <br /> t <br /> vacant Budget Technician position to provide analytical as well <br /> as technical support. <br /> The Personnel Department has completed a classification <br /> review of the restructured vacant Budget Technician position to <br /> take account of the changed duties and responsibilities. <br /> Key changes in the Budget Technician position include adding <br /> responsibility for: <br /> • Annual budget development and review for assigned Orange <br /> County department budgets and outside agency budgets. <br /> • Budget administration including oversight of the general <br /> ledger system to assure it accurately reflects the approved <br /> budget <br /> • Management analyses such as fee studies <br /> Based on the review of the restructured duties, it is <br /> recommended that the position be classified as Budget and <br /> Management Analyst I at salary grade 67. The existing Budget <br /> and Management Analyst position has additional responsibility in <br /> such areas as the Capital Improvements Program which warrant <br /> a higher level than this position. Thus it is recommended that <br /> the title for that position be changed from Budget and <br /> Management Analyst to Budget and Management Analyst ll, still <br /> at salary grade 69. - <br /> Upon approval of the class of Budget and Management <br /> Analyst I, the vacant Budget Technician position will be <br /> reclassified to that class and recruitment will begin. Funds to <br /> implement this change are available within the approved budget <br /> for fiscal year 1996-97. <br /> Recommendation: The Manager recommends the Board amend the Classification <br /> and Pay Plan by: <br /> - Establishing the new class of Budget and Management <br /> Analyst I at Salary Grade 67. <br /> - Change the title of the class of Budget and Management <br /> Analyst (Salary Grade 69) to Budget and Management <br /> Analyst 11 (Salary Grade 69). <br />
