3 <br /> i <br /> MEMORANDUM <br /> TO: Tara Fikes, Housing and Community Development Director <br /> FROM: Paul Thames, PE, County Engineer <br /> DATE: September 17, 1996 <br /> SUBJECT: Construction cost estimates for completion of the unfinished portion of Phase I and <br /> Phase II of the Efland sewer system <br /> As per your request, I have reviewed my previous construction cost estimates for the sewer system <br /> construction referenced above with the intent of updating those estimates in light of current construction <br /> cost experiences in this area. My pervious cost estimate for development, as per the system design <br /> presented in the Hazen and Sawyer master sewer plan, of the remaining portion of Phase I and and Phase <br /> II totaled$1,076,000. The estimate dates from October 1991 and included construction costs plus a <br /> figure equal to twenty-five percent the construction cost for contingencies, engineering, surveying, legal, <br /> and administrative. Although construction cost remained fairly constant for approximately half of the <br /> five years that have elapsed since the October 1991 cost estimate,I believe that current costs -at least in <br /> this area- have escalated twenty to twenty-five percent above 1991 costs. My current estimate is that <br /> the Phase I/II sewer development outlined in the Hazen and Sawyer master plan will fall in the $1.25 to <br /> $1.35 million range. The breakdown of costs associated with the sewer system development plan <br /> contained in the Hazen and Sawyer master plan is as follows: <br /> Phase I (remainder) <br /> Relocate existing main pump station(w/ standby power) lump sum @ $ 45,000 ea. <br /> = $ 45,000 <br /> New pump station (w/o standby power) lump sum @ $40,000 ea. = 40,000 <br /> 12"pvc gravity line (w/stone bedding) 1900 linear feet @ $28.00 per if = 53,200 <br /> 8"pvc gravity line (w/stone bedding) 12800 linear feet @ $ 20.00 per if = 256,000 <br /> 10"ductile iron force main(w/o stone bedding) 1900 linear feet @ $ 23.00 per if = 43,700 <br /> 4"pvc force main (w/stone bedding) 2200 linear feet @ $ 10.00 per if = 22,000 <br /> Precast concrete manhole w/cast iron ring/cover 56 each @ $ 1500 each = 84,000 <br /> 16"highway bore encasement(for 8"pipe) 300 linear feet @ $ 120.00 per if = 36,000 <br /> 8"highway bore encasement(for 4"pipe) 100 linear feet @ $ 80.00 per if = 8000 <br /> Rock excavation/backfill 1500 cubic yards @ $ 55.00 per cy = 82,500 <br /> Erosion control lump sum @ $ 10,000 = 10,000 <br /> Traffic control lump sum @ $ 5000 = 5000 <br /> Roadway/driveway repair lump sum @ $ 50,000 = 50,000 <br /> 4" sewer services 110 each @ $ 600 each = 66,000 <br /> Mobilization lump sum @ 5.0% = 39,600 <br /> Engineering, s ,rvene contingencies legal administrative na 25% = 210,000 <br />
