2 <br /> According to the County Engineer, the total estimated project cost is $1,173,000, therefore, an <br /> additional $323,000 is needed to complete the project. The detailed cost estimate is contained in the <br /> attached memorandum from the County Engineer. <br /> The County has already committed $100,000 to the Efland Sewer Project in the 1996-2006 Capital <br /> Improvements Plan, thus, the remaining $223,000 in additional revenue is necessary to meet the <br /> total estimated costs. <br /> All applicants for CDBG funding under the Community Revitalization category are required to <br /> contribute local funds to the proposed project. This contribution must be in the form of cash and <br /> must come from the County general fund. No in-kind contributions are recognized under this <br /> requirement. These funds must be pledged at the time of application by a letter of commitment but <br /> would not have to be budgeted until the project is funded. Therefore, if the CDBG application is <br /> successful, these could be budgeted in subsequent fiscal years, with county funds not being needed <br /> until FY 98-99 at the earliest. The County made similar financial commitments at the time of <br /> application in FY 1992 and 1993 -both years that we were unsuccessful in securing CDBG funding. <br /> Should a financial commitment for this year's application be approved, staff will work during the <br /> coming year to develop recommendations on financing the County share from either operating or <br /> capital funds. <br /> The application document is due October 18, 1996. <br /> RECOMMENDATION(S): <br /> The Manager recommends the following: <br /> 1. Receive citizen comments as additional information. <br /> 2. Approve a financial commitment of$223,000 to the Efland Infrastructure CDBG Project, with <br /> staff to develop recommendations during the next year on financing the County share from either <br /> operating or capital funds. <br /> 3. Approve the resolution authorizing the submission of the CDBG Application by October 18, <br /> 1996 and authorize the Chair to sign the application document on behalf of the Board upon approval <br /> by the County Attorney. <br />
