Seconded by <br /> Hoecke. <br /> VOTE: Unanimous. <br /> AGENDA ITEM#10: PLANNING BOARD ITEMS <br /> a. Report on TIP Process <br /> Presentation by Planning Intem,Stephan Rodiger. <br /> Every year the NC Board of Transportation(BOT)adopts a multi-year State <br /> Transportaion Improvement Program(STIP)specifying needed transportation <br /> improvements across the state.If a project is outside the Durham-Chapel Hill-Carrboro <br /> (DCHC)Urban Area,then the County can request directly of the BOT that the project be <br /> included in the STIP. In the development of the STIP,a series of statewide public <br /> hearings is held in each of the state's 14 highway divisions,(Orange County is located <br /> in Division Seven).The purpose of these public hearings is for the BOT to get input from <br /> the public and elected officials on the existing STIP(1997-2003)projects and proposed <br /> projects for the next STIP(1998-2004).The tentative date and location for this year's <br /> public hearing has yet to be determined. <br /> If a project is inside the DCHC Urban Area,then that project has to be coordinated with <br /> the other local jurisdictions requests,also known as the Metropolitan Transportation <br /> Improvement Program(MTIP). In the development of the MTIP,a series of meetings <br /> are held by the DCHC Transportation Advisory Committee(TAC)and Transportation <br /> Coordinating Committee (TCC)to develop the region's transportation priorities.This <br /> year's process begins when the local jurisdictions submit their transportation priorities to <br /> the DCHC TCC in the fall. <br /> The Planning Staff recommendation is to identify possible transportation needs for <br /> inclusion in an Orange County Local Transportation Priorities List to be used by NCDOT <br /> and the DCHC in the development of the 1998-2004 STIP and MTIP. This list is <br /> proposed for presentation to the BOCC for comment on September 3rd and endorsement <br /> on October 1. <br /> Barrows referred to the priority list that was presented at the Transportation Improvement <br /> Program Public Hearing on November 15, 1995(copy an attachment to these minutes on <br /> pages )noting that there had been much opposition the widening of I-40 to six <br /> lanes from I-85 in Orange County to US 15-501 in Durham. She also noted that there <br /> was much opposition to the Durham Northwest Loop and expressed concern that these <br /> seemed to still be so high on the priority list. Rodiger responded that there would be no <br /> change in the position established by Orange County on all of the transportation <br /> priorities/projects from last year. <br /> Rodiger continued that there would be a push for the widening of Homestead Road and <br /> NC 86. Bell noted that Orange County's position on the widening of I-40 from I-85 to <br />
