1 <br /> Orange County <br /> Board of County Commissioners <br /> Action Agenda <br /> Item No 8_J` <br /> Action Agenda Item Abstract <br /> Meeting Date: September 17, 1996 <br /> Subject: Authorization for Chapel Hill Town Manager to Set and Alter the Price of <br /> Mulch at the Landfill <br /> Department: Public Works Public Hearing: Yes No x <br /> Budget Amendment <br /> Needed: Yes No x <br /> Attachment(s): Information Contact <br /> Resolution Wilbert McAdoo, ext 2625 <br /> Telephone and Extension Number <br /> Hillsborough 732-8181 <br /> Chapel Hill 968-4501 <br /> Durham 688-7331 <br /> Mebane 227-2031 <br /> Purpose: To consider a resolution that would authorize the Chapel Hill Town <br /> Manager to adjust the price of mulch at the Orange County Landfill based on market <br /> conditions. <br /> Background: At its September 11 meeting, the Landfill Owners Group entertained a <br /> request from the Chapel Hill Town Council that the Orange County Board of <br /> Commissioners and Carrboro Board of Aldermen join the Town Council in authorizing <br /> the Chapel Hill Town Manager to set and alter the price of mulch at the Orange <br /> Regional Landfill. Given the large supply of mulch already on hand, and the enormous <br /> amount of hurricane debris to be mulched in the area, LOG staff anticipate that the <br /> current price of mulch at the landfill will be too high to encourage sale of the mulch. The <br /> attached resolution would authorize the Town Manager, in his capacity as budget officer <br /> for the Landfill Fund (administered by the Town of Chapel Hill on behalf of Chapel Hill, <br /> Carrboro, and Orange County), to alter the price of mulch at the landfill based on market <br /> conditions so as to preclude excessive stockpiling. <br /> Recommendation: The Manager recommends that the Board adopt the attached <br /> resolution. <br />
