8 <br /> GUIDELINES <br /> To assist in human service decision making that is based on the vision <br /> and mission of Orange County human services, the Orange County <br /> Commissioners should: <br /> • Provide the essential elements of well-being not otherwise accessible <br /> through the private, nonprofit and public sectors. <br /> • Develop policies, regulations and guidelines that help realize <br /> outcomes of well-being for individuals and families. <br /> • Make investments in human services programs that contribute to <br /> outcomes of well-being and economic self-sufficiency and that <br /> demonstrate cost savings, cost benefits, or cost effectiveness. <br /> • Provide incentives to create jobs above the minimum wage to ensure <br /> economic self-sufficiency for all Orange County citizens. <br /> OUTCOMES CRITERIA <br /> The purpose of human services outcomes criteria is to guide future work <br /> groups to establish outcome expectations and benchmarks that can be <br /> supported by the entire community. <br /> The Task Force recommends that all outcomes shall: <br /> • be measurable, <br /> • support our vision, <br /> • focus on people, <br /> • provide a basis for setting priorities, <br /> • address prevention as well as intervention, and <br /> • reflect reality; e.g., <br /> - do not cost more than we have, but are not driven by resources <br /> - have the support of all stakeholders <br /> - consider recipient responsibility <br /> - are kept current <br /> Measurability, perhaps the most difficult criterion to meet, requires that <br /> the we, as a community, agree on what changes indicate progress, know <br /> where we are now relative to where we want to be, and have the <br /> capacity to collect, analyze and interpret the data. To meet the test of <br /> measurability, human service professionals will need assistance from <br /> program evaluators and data collection and data analysis specialists. <br />
