7 <br /> AGREEING ON BAS/CS <br /> ASSUMPTIONS <br /> The Task Force based its work on the following assumptions: <br /> • Human service agencies will, in the immediate future, experience a <br /> decrease in federal funding and an increase in discretion at the state <br /> and perhaps local levels about how dollars are spent_ <br /> • North Carolina is unlikely to appropriate funds to make up for all <br /> federal reductions, and corporate and foundation giving is unlikely to <br /> increase sufficiently to fund essential services affected in this round of <br /> government cuts. <br /> • Many people who are now eligible for assistance will be unable to <br /> provide for themselves and their families due to an inadequate <br /> transition period from eligibility to full economic self-sufficiency. <br /> • Addressing inefficiencies in the human services system may eventually <br /> free up some resources for other pressing problems within the system. <br /> VISION and MISSION STATEMENTS <br /> The following statements are adapted from the Orange County Human <br /> Services Advisory Commission vision statement (Appendix H) which was <br /> adopted by the Board of Commissioners in December, 1991. <br /> VISION: Based on our community values of caring, respect, diversity, <br /> economic opportunity, the enhancement of self-worth and optimal <br /> health and safety, citizens of Orange County should contribute to and <br /> participate in the well-being of the community to the extent we are able. <br /> MISSION: Orange County will use a coordinated, efficient, and effective <br /> network of resources that will provide a continuum of preventive and <br /> corrective services appropriate to promote economic, emotional, <br /> physical, and social well-being for all citizens. <br />
