48 <br /> Recommendations <br /> SYSTEM ISSUES <br /> Outcomes and Technology <br /> • Train staff, recipient, and citizen committees in how to develop outcome <br /> statements and provide the resources to define reasonable benchmarks. <br /> • Provide up-to-date technology, training on how to use it, and assistance with <br /> evaluation design. <br /> Case Managers/Outreach Workers <br /> • Increase the response capability of case managers and outreach workers so they <br /> have the flexibility to provide the most appropriate service and the freedom to <br /> respond to needs when they occur. <br /> • Give internal departments the authority to identify and eliminate ineffectiveness. <br /> • Reduce the amount of paperwork required of human service professionals <br /> Collaboration <br /> • Provide funding for collaborative strategies, incentives for collaboration across <br /> agencies, and tangible rewards for agencies and collaborations that realize <br /> efficiencies and save money. <br /> • Pull together 2 - 3 agencies that deal with the same recipients and have them come <br /> up with a collaborative plan <br /> Changed Culture <br /> • Expect human service agencies to demonstrate positive changes in the quality of <br /> life for recipients who have the potential to change. <br /> • Do abetter job of telling the human service story; focus on successes. <br /> • Demonstrate that human service workers are valued. <br /> Volunteers <br /> • Give qualified volunteers adequate training and clear job descriptions, so they can <br /> contribute more effectively in community planning and direct delivery of services. <br /> ESSENTIAL SERVICES <br /> • Adequate income/job <br /> Encourage an increase in the number and kinds of jobs in Orange County which <br /> pay a minimum of$8.00/hr or more for families leaving public assistance. <br /> • Shelter <br /> Increase the amount of rent subsidies for those who will be under employed and no <br /> longer receiving public assistance. <br /> • Medical Care <br /> Develop a County sponsored plan to provide major medical coverage for families <br /> who will be under employed and no longer receive Medicaid insurance. <br /> • Child Care <br /> Provide child care subsidies for families who work in low income jobs that do not <br /> provide earnings necessary to support a quality child care arrangement. <br />
