40 <br /> EMPLOYMENT <br /> An adequate safety net for children and families exists when... <br /> • all have work and/or meaningful activity. <br /> • parents have jobs that provide an adequate living wage for themselves and those for whom <br /> they are responsible. <br /> Key Components <br /> ► Living wage for families with children <br /> ► Supplemental support when wages are inadequate. <br /> ► Work place policies that promote families caring for their children. <br /> Essential Services <br /> ✓ Skills training and retraining. Job skills training is essential, and must be coordinated and <br /> available, at both an entry and advanced levels. Welfare recipients, high school students and <br /> displaced homemakers should receive special assistance. Support groups should be available <br /> for those who are unemployed. Vocational education services should be available at schools <br /> and in the community. <br /> ✓ Job Creation. Jobs must be created that support families with adequate incomes to care and <br /> provide for their children and other family members. <br /> ✓ Child Care. Quality child care services must be an essential component of any employment <br /> effort in the county. <br /> ✓ Transportation. Transportation services must be an essential component of any employment <br /> effort in the county. <br /> ✓ Work Place Policies. Work place policies should be encouraged that support flex-time for <br /> parents, school mentoring, and opportunities for community education, such as health care <br /> and parenting, at the work-site. <br /> ✓ Wage Supports. When families earn minimum wages, there are not able to escape poverty <br /> and adequately care for their children and other family members. Wage Supports or <br /> enhancements should be available to support families. <br /> ✓ Work-site Protection and Lowrance. Work-site injury prevention must be maintained at the <br /> county level,and disability insurance must be available for all workers in all employment <br /> fields. <br />
