4
We identified certain basic factors that are essential for the well-being of
every individual and for the community as a whole. These "essential
elements of well-being" appear in the table below.
Essential Elements of Well-Being
Basic Survival Basic Growth Basic Economic
and Develo ment Self-Sufficient
• Food • Health Care Work (income)
• Shelter • Safety (safe families • Training
• Clothing and communities) • Transportation
• Education • Dependent Care
• Child Care
To help Task Force members and others gain a visual perspective on the
relationship between the essential elements of well being, available
resources, and people, we designed a Rubik's Cube type of model. As this
model depicts, we all require these essential elements of well-being and
we all have multiple resources through which to access them, including
personal, community, and government resources.
We believe that most people, most of the time use their personal resources
to provide their essential needs. When that isn't sufficient, people turn
first to their community and then to government. While the role of
government is relatively small, it is very important for the well-being of
the total community.
Finally, we developed goals related to each essential element of well-being
and made recommendations on system improvements, gaps in services
and service priorities. These recommendations are organized around four
themes.
• Outcomes and Evaluations
• User-Friendly Services
• Promoting Efficiencies
• Promoting Collaboration
