4 <br /> We identified certain basic factors that are essential for the well-being of <br /> every individual and for the community as a whole. These "essential <br /> elements of well-being" appear in the table below. <br /> Essential Elements of Well-Being <br /> Basic Survival Basic Growth Basic Economic <br /> and Develo ment Self-Sufficient <br /> • Food • Health Care Work (income) <br /> • Shelter • Safety (safe families • Training <br /> • Clothing and communities) • Transportation <br /> • Education • Dependent Care <br /> • Child Care <br /> To help Task Force members and others gain a visual perspective on the <br /> relationship between the essential elements of well being, available <br /> resources, and people, we designed a Rubik's Cube type of model. As this <br /> model depicts, we all require these essential elements of well-being and <br /> we all have multiple resources through which to access them, including <br /> personal, community, and government resources. <br /> We believe that most people, most of the time use their personal resources <br /> to provide their essential needs. When that isn't sufficient, people turn <br /> first to their community and then to government. While the role of <br /> government is relatively small, it is very important for the well-being of <br /> the total community. <br /> Finally, we developed goals related to each essential element of well-being <br /> and made recommendations on system improvements, gaps in services <br /> and service priorities. These recommendations are organized around four <br /> themes. <br /> • Outcomes and Evaluations <br /> • User-Friendly Services <br /> • Promoting Efficiencies <br /> • Promoting Collaboration <br />
