37
WELFARE REFORM AND HUMAN SERVICES TASK FORCE
CHILD AND FAMILY WORK GROUP
The Child and Family Work Group has developed its vision of an adequate safety net of
services for children and families, and the community. Our vision includes the following areas:
• EFFECTIVE SERVICE DELIVERY SYSTEM
• EDUCATION, CHILD CARE, AND CHILD DEVELOPMENT
• EMPLOYMENT
• NURTURING FAMILIES & COMMUNITIES
•BASIC PHYSICAL AND MENTAL HEALTH CARE
• SAFETY
• TRANSPORTATION
We see these areas as interconnected, with one area interdependent on another to provide a
comprehensive service system.
In each area, we have identified key principles and components. We also provide a set of core
services for each area. These are not in priority or rank order. Rather, all of these services are
critically important for the community and its children and families.
Committee members included;
Michele Rivest, Orange County Partnership for Young Children
John Birkholz,Chapel Hill Human Services
Paul Castelloe, UNC School of Social Work
Judy Jacobs,Community Police,Hillsborough Police Department,
Barbara Levine, Board of Directors, Child Care Networks
Shirley Marshall,Friends of DSS
Winnie Morgan,Consultant
Ursala Murdaugh, Piedmont Health Services
Amy Rabb, Child Care Networks
Dan Reimer,Orange County Health Department
Janice Schopler, UNC School of Social Work
Karen Wallace, Orange County Communities in Schools
Donna Williams, Orange County Schools
