35 <br /> SERVICE EXAMPLES STUDIED BY ADULT WORKGROUP <br /> I. EXCESSIVE PAPERWORK, INEFFICIENT PROCEDURES, OVERLY <br /> RESTRICTIVE GUIDELINES, LACK OF CLIENT ACCOUNTABILITY. <br /> An anlysis of work in the adult protective services program revealed staff <br /> fill in the same information by hand on many forms. Each client's Social <br /> Security number is written in addition to an ID number. Reporting requirements <br /> result in an inordinate amount of redundant paperwork which has become over- <br /> whelming, leaving less time for significant work with people. <br /> Because services must be provided regardless, many clients have no real stake <br /> in cooperating or following a plan of action to improve their situation. This <br /> results in staff persons repeating the same scenarios over and over. Staff'are . <br /> required to answer or return every phone call--even if the same emotionally <br /> unstable person calls several times a day! <br /> Confidentiality requirements(noble in theory) mean that staff often"go it alone" <br /> rather than work collaboratively with each other and across agencies, Many times <br /> this isolation leads to unnecessary duplication of efforts. <br /> II. A SINGLE CLIENT'S SERVICE CHART <br /> A developmentally delayed individual was shown to be receiving services from <br /> eight federal, state, or local agencies ranging from Social Security(SSI)to the <br /> county Parks and Recreation Department. At least ten different staff persons have <br /> some responsibility for him, but the agency seeing him daily has no case <br /> management authority. Thus, there is no overall care plan for him, no oversight <br /> responsibility, and in most cases no contact (let alone collaboration or <br /> coordination) among this plethora of agencies and personnel. <br /> III. SUCCESS BRINGS ITS OWN PUNISHMENT <br /> A young woman enrolled in a JOCCA-administered training program made all A's <br /> and B's during her two-year course. This resulted in her receiving a scholarship <br /> that would lead to a four-year degree. Despite her exemplary record and the <br /> praesise for her future usefulness and productivity, the fact that she did not go <br /> into a job(which is the goal of the training) resulted in a"negative termination" <br /> for the agency and ramifications for future program funding. <br />
