Any <br /> management restructuring should be done by the management staff who will be <br /> affected by the changes. <br /> Restructuring is an on-going process. We revisit our vision and goals at <br /> least once a year to make sure the outcomes expected and the outcomes obtained <br /> are clear to the users, the employees, and the shareholders. At Duke Power, we <br /> are 10 years into the re-structuring process, but we aren't finished. <br /> So, what is government's role in human services? It is to help clients get <br /> back on the road to independence; and, when they can't, government's role is to <br /> provide a support system that empowers people to do as much as they can for <br /> themselves. <br /> Ask your human services stakeholders (the users, the employees and the <br /> taxpayer), "Where do we want to be five years from now? What outcomes do <br /> we as users, providers and funders want, and what information do we need to <br /> know we are getting the desired outcomes?" <br /> Don't count anything else. <br />
