22 <br /> APPENDIX II <br /> THE HSAC VISION STATEMENT <br /> The collective vision of human services providers and funders of <br /> Orange County is to create a coordinated, efficient, and effective <br /> network of public and private resources that provides a continuum of <br /> ameliorative and preventive services. These services should be client- <br /> centered, accessible, offered at a minimum cost, and meet the needs for <br /> human development and daily living of individuals, families, and the <br /> community. This network of services should embody the community's <br /> values of caring, respect, diversity, economic opportunity, optimal <br /> health, safety, and the enhancement of self-worth. Services should be <br /> accessible and supported by a citizenry that is informed and educated <br /> about the issues of human services. <br /> Adopted by the Orange County Board of Commissioners in December, 1991. <br />
