14 <br /> • Integrate human services nonprofits into the County's information <br /> network by providing computer hardware, software, and training. <br /> Strategies for promoting user-friendly services. <br /> • Make services accessible to individuals and families outside traditional hours <br /> and standard locations. <br /> • Provide training for case managers to improve their ability to respond when <br /> needs occur with the most appropriate service. <br /> • Assign a lead agency for each recipient (preferably the agency with primary <br /> contact) that would, in turn, assign a case manager or outreach worker to <br /> coordinate appropriate agencies to develop and deliver an individualized <br /> services plan that uses all resources. <br /> PROMOTING EFFICIENCIES <br /> • Give agencies the authority and resources to identify and eliminate <br /> inefficiencies in the human services system. <br /> • Preserve current level of county funding within the human services <br /> system and apply carryover of any realized savings to re-engineering <br /> efforts; e.g., training staff and financing well-researched innovations. <br /> • Join with NC Association of County Commissioners, our own <br /> legislative delegation, and other bodies to lobby for county control of <br /> human services funds with the provision that counties will be held <br /> accountable for outcomes rather than for process or inputs. <br /> Strategies for promoting efficiencies. <br /> • Authorize agency directors to share client information to the extent possible <br /> within legal limits and to seek changes where undue focus on confidentiality <br /> works against positive outcomes for participants. <br /> • Create stakeholder work groups (front line workers, recipients, and citizens) <br /> to correct inefficiencies in local process, paperwork and reporting. <br /> • Use qualified volunteers or graduate students to flow-chart staff and recipient <br /> procedures for every program, verifying that each step contributes to the <br /> desired outcomes for the recipient <br /> • Examine and target for elimination any state regulations and reporting <br /> requirements that are disincentives to recipients or agencies. <br /> • Encourage human service agencies to train and use volunteers. <br /> • Provide meaningful incentives, such as bonuses or extra vacation days, for <br /> Count y em l ee su estions that are ado ted. <br />
