13
TOWARD . . .
A RE-DESIGNED SYSTEM
The following recommendations are appropriate for all County funded
human services agencies, including nonprofits, and for other human
services funders, such as United Way and local municipalities.
OUTCOMES AND EVALUATION
• Approve the vision, mission, guidelines, outcomes criteria, goals and
recommendations presented in this report.
• Authorize a community consensus building process to develop outcome
expectations for the essential elements of well-being.
• Fund, create and put into place, at the beginning of the process, an
outcomes-based evaluation system that includes:
1) training and resources for framing feasible outcome statements
and accurate benchmarks,
2) equipment and training necessary to track and evaluate outcomes,
3) outside technical support to give comments on the evaluation
process, and
4) an annual review and revisions of the human services vision,
mission, guidelines, goals, expected outcomes and actual outcomes.
USER-FRIENDLY SERVICES
• Involve individuals and families directly in making decisions relating to
the services they receive and in evaluating the delivery of services.
• Involve staff, program participants and the community-at-large in
planning and evaluating programs and services.
• Create a unified management information system for services
recipeints that uses a single intake form, assigns a single identification
number and accommodates multiple entry points.
• Institute a 1 year follow-up of all people who lose public assistance
eligibility to determine their ability to provide for themselves and to
identify any increased cost to the public due to loss of services.
