11 • SAFETY (SAFE FAMILIES AND COMMUNITIES) Fear should not be a personal obstacle to participation and success at school, work, home or in the community. Workplaces should be safe for employees; and homes, schools and other community setting should be safe for all children, families and individuals living in Orange County. Emergency shelter should be available for any Orange County resident in danger from domestic violence, including spousal abuse, child abuse and elder abuse. Strategy related to safe families and communities. • Influence the creation of workplace policies that encourage public and private sector employees to be more involved with their children and with de endent adults Lor whom thg are responsible. • EDUCATION All Orange County residents should have access to educational opportunities to enhance: academic development, occupational readiness, personal growth, literacy and life skills. Strategy related to education. • Make parenting resources and appropriate child development instructions available and accessible to parents, guardians and others responsible for caring for children. BASIC ECONOMIC SELF-SUFFICIENCY • WORK (INCOME) All Orange County residents who are unemployed and able to work should find employment. Over tithe these people should experience work continuity and a gain in wages. All Orange County residents who are able should promptly achieve a living wage that supports themselves and those for whom they are responsible. Strategies related to work and income. • Create a temporary employment agency to provide benefits for trainees and new workers while they are gaining seniority and permanent job status. • Provide support services, such as child care subsidies, rent subsidies, transportation, and emergency assistance, for individuals and families who work in low income jobs that do not provide income adequate for economic sel -su icienc .
