10 <br /> TOWARD . . . <br /> THE ESSENTIAL ELEMENTS OF WELL-BEING <br /> The goals below, in combination with the outcomes criteria, <br /> should serve as the basis for creating specific and measurable <br /> outcomes statements that are supported by the whole community. <br /> BASIC SURVIVAL <br /> • FOOD <br /> Resources should be available to provide all Orange County <br /> residents with food adequate to meet their basic nutritional needs <br /> and adequate to preclude medical conditions related to malnutrition. <br /> • SHELTER <br /> Emergency and long-term housing alternatives should be available <br /> to all Orange County residents adequate to preclude medical <br /> conditions related inadequate shelter and/or ventilation. <br /> • CLOTHING <br /> Resources should be available to provide all Orange County <br /> residents with clothing adequate for daily life and work settings. <br /> BASIC GROWTH AND DEVELOPMENT <br /> * HEALTH CARE <br /> All Orange County residents should have access to and be <br /> encouraged to participate in preventive health care services. <br /> Basic, affordable, and age-appropriate medical, mental, and dental <br /> health care and emergency services should be available to all Orange <br /> County residents. <br /> Effective substance-abuse prevention and treatment programs <br /> should be available to all Orange County residents who need them. <br /> Strategy related to health care. <br /> • Develop a County sponsored HMO to provide medical coverage and <br /> services for families who are under-employed and no longer receive <br /> Medicaid. <br />
