3 <br /> RECOMMENDATION: The Administration recognizes that the Planning Staff concerns regarding the lot <br /> layout and design of the Sibling Pine Estate Preliminary Plan have merit. The <br /> Administration further recognizes that a flexible development approach to this <br /> subdivision may have produced a better design. Its recommendation of approval <br /> is based principally on the fact that this development is not subject to the flexible <br /> development regulations because it was initiated prior to their adoption. The <br /> Administration further recommends that provisions related to lot design and <br /> remote septic systems be revisited in the context of the flexible development <br /> regulations for possible further consideration at the November 1996 Quarterly <br /> Public Hearing. <br />
