This project <br /> is to be constructed on land donated by the developers of Southern Village. The Board <br /> of Commissioners requested County staff to identify a funding source for these planning <br /> fees. Staff, working with the Chapel Hill/Carrboro City School staff identified the <br /> following funding plan that will meet the cash-flow requirements of the project: <br /> 1. $100,000 from Public School Building Fund <br /> Revenue estimates for the 1995-96 Public School Building Fund total <br /> $455,462. Actual revenue received for the fiscal year was $583,276. State <br /> Public School Building Funds must be used for capital outlay projects, <br /> including the planning, construction reconstruction, enlargement, <br /> improvement, repair, or renovation of public school buildings and for the <br /> purchase of land for public school buildings. Local governments are required <br /> to match one dollar of local funds for every three dollars of State funds. Staff <br /> recommends that $100,000 be advanced to the Chapel Hill/Carrboro City <br /> Schools for this project. The project currently has an appropriation of <br /> $38,000 from the 1995-96 impact fees. These impact fees will meet the <br /> State's match requirements. <br />
