2 <br /> Sheriff <br /> 5. The Board of Commissioners approved at their August 20 meeting, the acceptance of a three year <br /> grant from the Department of Justice, Office of Community Oriented Policing Services <br /> (COPSFAST). This is the second COPSFAST award received by the County. The terms of the <br /> grant require that Orange County provide an overall match of about 30 percent of the total <br /> funding. This budget amendment appropriates the first year match, $18,442, from the jail staff <br /> contingency account to this grant project (see block#5, page 4). <br /> 6. The Orange County Sheriff's Department recently received drug tax payments from the State <br /> totaling $12,000. According to State Statutes, these forfeitures must be used for drug law <br /> enforcement or additional equipment purchases. The Sheriff plans to use these funds to purchase <br /> an additional dog trained to detect drugs. (see block#6,page 5). <br /> Contributions to Outside Agencies <br /> 7. Rape Crisis of Orange County has received a Victims of Crime Act (VOCA) grant from the State. <br /> This grant, which totals $38;459, will be used to asiist victims of sexual assault. No additional <br /> County funds are required for this agency to receive these funds (see block#7,page 5). <br /> Housing and Community Development <br /> 8. At the August 20 meeting, the Board of Commissioners approved a request from Habitat for <br /> Humanity for reimbursement by the County for impact fees anticipated to be paid by this agency <br /> in 1996. Habitat is planning to construct five homes Culbreth Park. At $3,000 per unit, the total <br /> amount of impact fees that will be paid is $15,000. The balance of the reserve account that was set <br /> aside by the Board of Commissioners to reimburse Habitat for Humanity for impact fee is $5,296. <br /> This budget amendment transfers the remainder of the amount needed, $9,704, from the Board of <br /> Commissioners' contingency account to the Impact Fee Reimbursement account and appropriates <br /> these funds in the Affordable Housing Project Ordinance(see also block 8,page 5). <br /> Skills Development Capital Project Ordinance <br /> 9. The property at 501/503 West Franklin Street was recently purchased by Orange County with <br /> pay-as-you-go and private placement funding. On August 20, 1996, the Board of County <br /> Commissioners approved an agreement with ESM Associates for property management services. <br /> When the County's current Capital Improvement Plan was adopted, the logistics of the purchase <br /> and maintenance agreements were unclear. Since adoption, these issues have been resolved and a <br /> technical amendment is necessary to allocate funds accordingly. The attached Skills Development <br /> Capital Project Ordinance and the General Fund amendment in block #9 on page 5 incorporate <br /> the necessary changes. <br /> Recommendation <br /> The Manager recommends that the Board of Commissioners approve the attached budget ordinance <br /> amendments and grant and capital project ordinances. <br />
