1 <br /> 21 <br /> UNIVERSITY LAND USE PLANNING ADVISORY COMMITTEE <br /> . 5 ► ! 1 ` <br /> AIMI ST <br /> ............................................................................................................................................................................................................................................ <br /> ENVIRONMENTAL SUBCOM ffF EE MEMBERS <br /> -----------------------------------------�------------------- <br /> CARLA BALL i KEITH BURWELL I Tom HIGH <br /> :......................................................................................................................................................................................................................................................... <br /> ; <br /> While the Environmental Subcommittee appreciates the receptiveness of JJR to <br /> our comments throughout the planning process to date, we believe the recommendations <br /> listed below would further enhance the development plan for the Horace Williams site. <br /> The following recommendations are proposed based on the development plan of <br /> the Horace Williams site as presented by JJR consultants to UNC-CH May 22-24, 1446. <br /> • It is important that the buffers surrounding the Bolin Creek corridor be located outside the <br /> floodplain along the creek. <br /> • We are opposed to any housing on the west side of Bolin Creek in the section south of <br /> Homestead Road. This is particularly true for the northwest hardwood area. We are also <br /> very concerned that this area has been designated "disposition" by JJR. This <br /> Subcommittee has always maintained this area to be unsuitable for single family housing <br /> given the potential impact on Bolin Creek and the surrounding natural area. JJR's <br /> definition of housing includes multi-family housing units for possibly both university and <br /> non-university markets as well as fraternity/sorority housing. The past and present <br /> development in north Carrboro has had a significant negative impact on Bolin Creek to <br /> date. The type of development proposed by JJR on this plan would be devastating to this <br /> area which is truly a prize in the Town of Carrboro and a treasured slice of nature for <br /> many of the residents that regularly walk,jog, birdwatch, bike, and walk their dogs there. <br /> Adverse impacts caused by JJR's proposed development plan would include an <br /> increase in impervious surface, increased fertilizers and pesticides from <br /> landscaping as well as increased trampling effect of fragile flora and fauna. <br /> => The housing designations on the plan are in direct conflict with the planning <br /> principle stated by JJR to preserve significant environmental resources and <br /> concentrate development in the least environmentally sensitive areas. <br /> These designated housing areas are not easily accessible to transit nodes <br /> designated on the plan. <br />
