f <br /> 6 <br /> should provide a meeting place to find friendship and support as well as <br /> deal effectively with issues, concerns and interests of older adults. <br /> Coordination of Services. Public and private agency services for older adults <br /> have grown dramatically, but are often planned independently of each other. <br /> Because of limited facility space activities, and services are scattered in <br /> several community locations. This makes it difficult for older persons to know <br /> where to go to meet particular needs. <br /> III. GOAL STATEMENT <br /> As more and more citizens reach "retirement age" with special needs and <br /> characteristics, planning a comprehensive service delivery model should be, and <br /> must be of vital concern to Orange County. The planning goal is to establish a <br /> senior center network for the delivery of coordinated human services and <br /> opportunities to a diverse older population. This will require innovative <br /> strategies in securing financial support, appropriate center design and locations. <br /> Also, relevant and responsive senior center programming, such as health <br /> promotion for the well senior and long term care for the disabled and oldest <br /> senior citizens, will be required. <br /> IV. DEFINITION OF SENIOR CENTERS & CHARACTERISTICS <br /> A Senior Center is defined as a facility for older adults which serves a <br /> designated geographic area and provides a broad program of individual <br /> services and group activities. " According to the National Institute for Senior <br /> Centers, " the purpose of a Senior Center is to be a community focal point for a <br /> designated geographic area which identifies needs and implements a <br /> comprehensive program of services and activities to enhance the quality of life <br /> for older adults." (NISC Self-Assessment Workbook) <br /> Progam Requirements. According to N.C. Division of Aging Standards, a <br /> Senior Center must provide through its own resources or through linkages and <br /> agreements with other organizatons the following basic services: <br /> 1. Multigroup activities and individual services <br /> 2. Information and referral to the public and satellite senior programs <br /> 3. Outreach program with and through satellite senior programs <br /> 4. Health and Wellness Promotion to the public and satellite senior programs <br /> 5.
