16 <br /> C. Facility Design. <br /> 1. All existing and future facility design should meets OSHA and ADA <br /> handicapped standards. <br /> 2. The two Multipurpose Senior Centers should be free-standing, separate <br /> exclusive facility for seniors only. (not located within government <br /> buildings or all-age community centers.) <br /> 3. The two Multipurpose Senior Centers should be accessible, visible, and <br /> attractive as well as acceptable locations for most senior citizens. <br /> 4 . The Center facilities should accomodate an average daily attendence <br /> between 125-175 older persons at the Hillsborough Senior Center <br /> (10,000 - 15,000 sq.ft), and between 200-300 older persons at the <br /> Chapel Hill Senior Center (20,000-25,000 sq.ft.). The Southern Orange- Northside Senior Citizens Center should have <br /> additional 1,500 sq. ft. of space allotted for multiple activities such as <br /> arts/crafts sewing area, storage and lounge to take place at the same <br /> time. The Public hearing indicated the desire by senior citizens to remain <br /> at Northside rather than relocate to Hargraves Community Center, two <br /> blocks away, or to another location. Concern by senior citizens was <br /> expressed about the consequences if OPC Mental Health Center is <br /> allocated Social Services space when they relocate to the new Southern <br /> Orange Government Center. <br /> 6. The Efland-Cheeks Community Center should be expanded with an <br /> additional 1,500 sq. ft of space to accomodate enhanced programming <br /> and activities such crafts storage, larger stage and pool table, as well as <br /> assess and optimize existing space. The facility should continue to be a <br /> community center not just a senior center. <br /> 7. The Northern Orange Human Services Center should be re-designed <br /> (partitioning, etc.) so that existing space will be able to offer better <br /> services and additional programs. In addition, all senior citizen space <br /> should be relocated to the south wing of the building which is closest to <br /> the parking area. A handicap ramp and covered entrance with <br /> porch/waiting area should be constructed. An outdoor senior center sign <br /> should be posted. This would provide increased visibility and <br /> accessibility for the center. <br /> Page 13 of 16 <br />
