The Senior Centers Development Plan <br /> Committee carefully reviewed the two senior center development models and <br /> recommend Option #2: Centralized-Decentralized Model. Specifically, <br /> 1. A Large Mulltipurpose Center should be located in each of the two <br /> townships which have the highest concentration of elderly 60+ in the <br /> County, namely Chapel Hill and Hillsborough, (8.006). 73% of all county <br /> elderly reside in these two townships. <br /> 2. Satellite Outreach Senior Programs should continue to be located in the <br /> following older population areas: <br /> (A) Carrboro at the ArtsCenter. <br /> Rationale: Offers diverse and unique programs in the arts in con- <br /> junction with the Carrboro Recreation Dept. & serves <br /> older persons who identify with Carrboro community. <br /> (B) Cheeks Township at the Efland-Cheeks Community Center. <br /> Rationale:The highest concentration in the county of the elderly <br /> poor (45%), second highest percentage of elderly who <br /> live alone (47%), and minority (26%). <br /> (C) Cedar Grove Township at the Northern Orange Community Center. <br /> Rationale: The highest concentration in the county of isolated elderly <br /> who live alone (48%) as well as minority elderly (42%), <br /> and second highest of poor elderly (42%). <br /> (D) Chapel Hill/Northside area at the Southern Orange Senior Center. <br /> Rationale: The highest concentration of minority elderly in Chapel <br /> Hill reside in the Northside Community. To reflect the <br /> program focus, the facility name should be changed to <br /> the Northside Community Center. <br /> B. Center Administration. <br /> The Orange County Department on Aging should be responsible for the <br /> operation/ management of the two Multi-purpose Senior Centers and for <br /> the coordination of services at the four decentralized satellite senior <br /> centers. <br /> Page 12 of 16 <br />
