15
COMMITTEE RECOMMENDATIONS
A. Senior Center Network Model. The Senior Centers Development Plan
Committee carefully reviewed the two senior center development models and
recommend Option #2: Centralized-Decentralized Model. Specifically,
1. A Large Mulltipurpose Center should be located in each of the two
townships which have the highest concentration of elderly 60+ in the
County, namely Chapel Hill and Hillsborough, (8.006). 73% of all county
elderly reside in these two townships.
2. Satellite Outreach Senior Programs should continue to be located in the
following older population areas:
(A) Carrboro at the ArtsCenter.
Rationale: Offers diverse and unique programs in the arts in con-
junction with the Carrboro Recreation Dept. & serves
older persons who identify with Carrboro community.
(B) Cheeks Township at the Efland-Cheeks Community Center.
Rationale:The highest concentration in the county of the elderly
poor (45%), second highest percentage of elderly who
live alone (47%), and minority (26%).
(C) Cedar Grove Township at the Northern Orange Community Center.
Rationale: The highest concentration in the county of isolated elderly
who live alone (48%) as well as minority elderly (42%),
and second highest of poor elderly (42%).
(D) Chapel Hill/Northside area at the Southern Orange Senior Center.
Rationale: The highest concentration of minority elderly in Chapel
Hill reside in the Northside Community. To reflect the
program focus, the facility name should be changed to
the Northside Community Center.
B. Center Administration.
The Orange County Department on Aging should be responsible for the
operation/ management of the two Multi-purpose Senior Centers and for
the coordination of services at the four decentralized satellite senior
centers.
