14
Specific advantages. At decentralized centers transportation may be
less of a problem. The centers may offer the opportunity for more
persons to become involved as leaders in their community. It may prove
more beneficial in meeting the cultural needs of various local groups.
Specific disadvantages. Several decentralized centers, especially
small ones, covering the same service area as a larger centralized one,
require more paid staff to operate. In addition, effective communication
between sites may be difficult to maintain, and thus older adults may
lose the unity for social action.
VII. FUTURE SENIOR CENTERS: RECOMMENDATIONS
Center Development Options. In light of historical developments, future
population growth and distribution, coordination of aging services, NCDOA
senior center standards and cost constraints for the development and operation
of senior centers, two senior center development options were considered
for the long term.
OPTION #1: CENTRALIZED CENTER MODEL.
Establish two large multi-purpose Senior Centers located in Chapel Hill,
and Hillsborough with designated non-overlapping geographic service
areas. The senior programs at the Efland and Northern Orange (Cedar Grove)
Community Centers would be consolidated and all participants transported to
the new comprehensive Hillsborough Senior Center. The senior programs at
Carrboro and Southern Orange Senior Centers would be consolidated and all
participants transported to the new comprehensive Chapel Hill Senior Center.
OPTION #2: CENTRALIZED- DECENTRALIZED MODEL
Establish two large multi-purpose (and Multi function) Senior Centers
located in Chapel Hill, and Hillsborough with the further development of
satellite outreach senior programs. The purpose of the outreach senior
programs is to target areas with a high concentration of low-income
persons, isolated populations (live alone), and older adult minority
members.
