A grant to a local library system from the Aid to Public Libraries Fund shall not be <br /> terminated but shall be reduced proportionately by the Depar Unent of Cultural Resources if the local <br /> funding for a public library was reduced by the local governing body as parr: of an overall general <br /> budgetary reduction reflecting local economic conditions and local government fiscal constraints.
