1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> Action Agenda <br /> ACTION AGENDA ITEM ABSTRACT Item No ,K-C <br /> Meeting Date: August 5, 1996 <br /> SUBJECT: Budget Amendment #1 - East Chapel Hill High School/New <br /> --Elementary ' - <br /> Elementary School Planning Capital Project Ordinances <br /> DEPARTMENT County Manager PUBLIC HEARING YES NO X <br /> ATTACHMENT(S) INFORMATION CONTACT <br /> 7/30/96 CHCCS Letter Rod Visser, ext 2300 <br /> Project Ordinance Amendments TELEPHONE NUMBER <br /> Hillsborough 732-8181 <br /> Chapel Hill 968-4501 <br /> Mebane 227-2031 <br /> Durham 688-7331 <br /> ----------------------------------------------------------------------- <br /> PURPOSE: To consider a request from the Chapel Hill-Carrboro City <br /> Schools to amend the Capital Improvement Plan by appropriating $288, 000 <br /> in impact fees anticipated to be received during 1996-97 . <br /> BACKGROUND: During the 1996-97 budget work sessions in June, the <br /> Chapel Hill-Carrboro City Schools requested that the Board of <br /> Commissioners consider appropriating an amount of impact fee revenue <br /> expected to be received in 1996-97, beyond that already earmarked to <br /> pay debt service for McDougle Elementary School . Staff estimated that <br /> the Board could appropriate approximately $288, 000 more in impact fees <br /> with reasonable assurance that such revenue would actually be realized <br /> during the 1996-97 fiscal year. <br /> The Chapel Hill-Carrboro Schools have formally requested that the Board <br /> of Commissioners appropriate $250, 000 to enhance the level of <br /> technology resources available to students and teachers at East Chapel <br /> Hill High School, which will open later this month. The balance of <br /> $38, 000 in additional impact fee revenue would be appropriated to <br /> partially fund planning which must be undertaken for the design of the <br /> next new elementary school in the Chapel Hill-Carrboro district . That <br /> school is slated for construction in the Southern Village development <br /> and is targeted for opening in Summer 1999 . <br /> The balance of the elementary school planning funds alluded to in the <br /> attached CHCCS letter will be included in a second project ordinance <br /> amendment at a forthcoming meeting of the Orange County Commissioners . <br /> County and school staffs are still developing a recommendation as to <br /> the source of the additional planning funds . <br /> RECOMMENDATION: The Manager recommends that the Board approve the <br /> capital project ordinance amendments . <br />
