12 . This Agreement will terminate upon the completion of <br /> the final report of the Task Force and the final reconciliation <br /> of and payment of invoices covering the project cost, both now <br /> expected to occur in March 1999 . <br /> 13 . The parties agree that this Agreement and the Project <br /> may be terminated by them before the completion of its term and <br /> the Project .
