Attachment 3 <br /> c6120- 5/96 <br /> Human Rights and Relations Director <br /> GENERAL DEFINITION OF WORK: <br /> Performs complex professional work and intermediate administrative work in directing the work <br /> of the Human Rights and Relations Department; does related work as required. <br /> Work is performed°under general supervision. Supervision is exercised over department <br /> personnel. <br /> TYPICAL TASKS: <br /> Plans, organizes and directs human rights and relations program; <br /> Monitors, evaluates, and prepares necessary updates in Orange County Civil Rights Ordinance; <br /> Develops and implements worksharing agreements with Equal Employment Opportunity <br /> Commission and Housing and Urban Development; <br /> Supervises the intake, investigation and resolution of discrimination complaints; <br /> Reviews and approves the final investigative report of each discrimination complaint and any <br /> settlement agreement; <br /> Develops community presentations, education materials and workshops; <br /> Conducts goal setting with the Orange County Commission for Women and the Orange County <br /> Human Relations Commission; <br /> Coordinates activities of the Orange County Commission for Women and Human Relations <br /> Commission and ensures the recruitment, orientation, and leadership development of Commission <br /> members; <br /> Promotes good working relationships with community groups, business community and public <br /> and non-profit agencies; <br /> Prepares agenda for monthly meetings of the Orange County Commission for Women and Human <br /> Relations Commission, presents issues for board consideration and provides technical assistance; <br /> Prepares and manages the department budget; <br /> Supervises staff, evaluates work performance of employees. <br /> Performs related tasks as required. <br /> KNOWLEDGE SKILLS AND ABILITIES: <br /> Thorough knowledge of civil rights, particularly federal and state laws and procedures <br /> prohibiting discrimination; thorough knowledge of women's issues; ability to plan, organize and <br /> direct the work of others; ability to communicate ideas effectively, both orally and in writing; <br /> ability to establish and maintain effective working relationships with local, state and federal <br /> officials, subordinates, associates and the general public. <br /> EDUCATION AND EXPERIENCE: <br /> Any combination of education and experience equivalent to graduation from an accredited college <br /> or university with major coursework in social sciences, public administration, labor relations or <br /> related field and at least four years experience working with human rights programs, including at <br /> least two years experience in complaint investigation, conciliation and enforcement in areas <br /> related to fair housing and/or employment laws or related. <br />
