Box 8181 <br /> Hillsborough, NC 27278 <br /> Commissioners: <br /> On March 6, 1996, representatives from United Voices of Efland-Cheeks and the Efland-Cheeks Elementary <br /> PTO came before you to inform you of our concerns and plans for the development of a school and <br /> community park utilizing the lands of the Efland-Cheeks School and the Efland-Cheeks Community Center. <br /> We, also, indicated that our goal was to establish a public/private partnership between our two groups, which <br /> represent the Efland-Cheeks community, the Department of Recreation and Parks, the Orange County Board <br /> of Education and the Board of Commissioners. These partners would establish a task force with each <br /> partner appointing representatives. This task force would be responsible for developing a comprehensive <br /> plan for the design and implementation of the park. <br /> At the time of this March 6 meeting, we had received the endorsement of the Department of Recreation and <br /> Parks and an agreement that it would join us as a partner. We had not, however, presented this <br /> partnership concept to the Board of Education. You suggested that we meet with the Board of Education <br /> and then officially present our request to you. Representatives from our groups presented our concept to the <br /> Orange County Board of Education at its regular meeting on Wednesday, May 8, 1996. At that meeting the <br /> Board unanimously endorsed the concept and voted unanimously to participate as a partner in this <br /> endeavor. <br /> Thus, we, respectfully, request that the Orange County Board of Commissioner endorse this concept and <br /> agree to participate in this partnership as a full partner, and in so doing, appoint a representative for the <br /> Board to serve on a the Efland-Cheeks School and Community Park Task Force. We see the work of the <br /> Task Force being able to complete its work within a one-year time frame. The members of the task force, <br /> once understanding their charge, would determine meeting times, frequency and place of meetings as well <br /> as how they plan to accomplish their task. <br /> Enclosed is a copy of our concept paper which outlines our concept for the School and Community Park. <br /> Also, community members will be attending the June 3, 1996, meeting of the Board of Commissioners to <br /> answer any questions or concerns that you may have during your deliberation of this matter. <br /> Thank you for your consideration and we look forward to our working together to achieve a much needed <br /> and valued resource for our community. <br /> Sincerely yours, -Q <br /> Leo Allison, President Shelley Efland, President <br /> United Voices of Efland-Cheeks Efland-Cheeks School PTO <br />
