13 <br /> CHAPTER 2 <br /> VISION and VALUE <br /> As part of their charge, the County Commissioners specified that the Planning <br /> Group be guided by the following general interests: <br /> • Avoiding urban sprawl; <br /> • Preserving protected watersheds and groundwater supplies; <br /> • Encouraging bicycle and mass transit transportation in and between urban <br /> areas; <br /> • Protecting and preserving farmland and open space; <br /> • Developing an appropriate mix of residential and nonresidential development; <br /> • Encouraging fiscally responsible development; <br /> • Involving neighborhood residents in the planning process; and <br /> • Diversifying the revenue base of the Town and County. <br /> With the above interests in mind, the Planning Group identified two primary goals <br /> to guide development of the recommended plan: <br /> 1. To retain rural character, and <br /> Z Preserve landowners'rights to get fair value for their property. <br /> Two subcommittees (Vision and Value/Rights) were appointed to explore issues <br /> related to the goals and to prepare written statements for Planning Group <br /> consideration and endorsement. Each subcommittee met three times during the <br /> fall of 1995 to fulfill their assignments. The Planning Group reviewed extensively <br /> the subcommittee reports and adopted the work of both by consensus. <br /> Vision for the Stoney Creek Small Area Plan <br /> The process of defining a "vision" is in many ways like trying to define beauty; it is <br /> largely in the eye of the beholder.
