Minutes from the meeting <br /> are contained within Attachment 7. <br /> Planning Director Recommendation: As required under Section 2.15.3 (C) (7) of the UDO, the <br /> Planning Director is required to: `submit a written analysis of the application and his/her <br /> recommendation' on the preliminary plat for consideration. In analyzing this request, the <br /> Planning Director offers the following: <br /> 1. The application has been deemed complete in the required form and quantity in <br /> accordance with the requirements of Section 2.2 and 2.15.3 of the UDO. <br /> 2. All required auxiliary documents have been properly submitted and the application has <br /> been reviewed by the appropriate officials and agencies. <br /> 3. The application is compliant with all provisions of the UDO in regard to minimum lot size, <br /> impervious cover, density, open space percentage, roadway design, and land use buffers. <br /> 4. The proposal is consistent with the various goals outlined within the Comprehensive Plan <br /> concerning development, including: <br /> a. Land Use Overarching Goal: Coordination of the amount, location, pattern, and <br /> designation of future land uses, with availability of County services and facilities <br /> sufficient to meet the needs of Orange County's population and economy <br /> consistent with other Comprehensive Plan element goals and objectives. <br /> b. Land Use Goal 2: Land uses that are appropriate to on-site environmental <br /> conditions and features and that protect natural resources, cultural resources, and <br /> community character. <br /> c. Land Use Goal 3: A variety of land uses that are coordinated within a program and <br /> pattern that limits sprawl, preserves community and rural character, minimizes land <br /> use conflicts, supported by an efficient and balanced transportation system. <br /> 5. The proposed subdivision is consistent with the provisions and goals of the Joint Planning <br /> Land Use Plan and Joint Planning Agreement. <br /> FINANCIAL IMPACT: Attachment 4 provides a fiscal impact analysis for the project, as a <br /> whole, on County services. Staff has determined the project would not require augmentation of <br /> County budgetary outlays to support services and that anticipated revenues from property taxes <br /> should supplement increases in cost. <br /> RECOMMENDATION(S): The Manager recommends the Board: <br /> 1. Receive the Planning Board and Planning Director's recommendation on the Preliminary <br /> Plat application for the Annandale at Creek Wood Subdivision; <br /> 2. Discuss the proposal; and <br /> 3. Approve the Preliminary Plat as submitted and the Resolution of Approval contained in <br /> Attachment 8. <br />
