112 <br /> Attachment 5 <br /> Neighborhood Information Meeting <br /> Annandale at Creek Wood <br /> Whitefield Road (PIN 9880-28-1953) <br /> West Campus Office Building - 131 West Margaret Lane <br /> October 15, 2012— 12:00 p.m. to 1:00 p.m. <br /> There were 2 people in attendance in addition to the applicant (Tom Heffner) and his engineer <br /> (EarthCentric Engineering). <br /> Staff reviewed the Major Subdivision Concept Plan application review process, including the <br /> need to submit a Conventional and Flexible Development subdivision layout for review, and <br /> reviewed the physical composition of the subject property. <br /> Staff informed those in attendance of the meeting scheduled by the Planning Board to begin <br /> the review of the proposed subdivision on November 7, 2012. During this meeting the staff will <br /> typically recommend approval of one design concept. In this case staff will be recommending <br /> the Planning Board consider approving the Flexible Development option proposing 11 lots, <br /> approximately 2 acres in area, with 33% open space. Density for the project will be <br /> approximately 1 unit per 3 acres of property. <br /> Once the Concept Plan is approved the applicant shall have 2 years to submit a Preliminary <br /> Plat application package for action by the County. Staff reviewed the process associated with <br /> the review of a Preliminary Plat application. <br /> The applicant, Mr. Tom Heffner, reviewed the basic elements of the proposal indicating he <br /> would press for the flexible development option to be approved. He summarized the basic <br /> elements of that proposal as follows: <br /> • Development of a 11 lot single-family residential subdivision, each lot approximately 2 <br /> acres in area, on a 36.46 acre parcel of property located off Whitefield Road (PIN 9880- <br /> 28-1953), <br /> • The lots are intended to be served individual well and septic systems, <br /> • Access to the project will be from 2 public roads as denoted on the plan. Internal <br /> roadways serving the project are proposed to be constructed to applicable public road <br /> standards, with the eventual goal that they will be turned over to the North Carolina <br /> Department of Transportation for perpetual maintenance upon completion, <br /> • The overall density of the proposed subdivision is 1 dwelling unit for every 3 acres of <br /> property. <br /> • The project will involve the preservation of 11 acres of land area as open space. <br /> Question: Is there an opportunity to reduce the speed limit on Whitfield Road? There is a <br /> real problem with drivers currently speeding along the roadway and new development will only <br /> exacerbate the problem. <br /> Answer. (Tom Heffner) That is a NC DOT decision and while we have broached the same <br /> concern with NC DOT officials, specifically Chuck Edwards, there has been no movement to <br /> address current traffic issues along Whitfield. We will be doing clearing of vegetation to <br /> improve sight distances in and around this property but we cannot address issues associated <br /> with speeding.
