Fikes, 2490 <br /> Annual Update <br /> HOME Program Design (p.10) TELEPHONE NUMBER <br /> Resolution Hillsborough 732-8181 <br /> Chapel Hill 968-4501 <br /> Mebane 227-2031 <br /> Durham 688-7331 <br /> ----------------------------------------------------------------------- <br /> PURPOSE: To adopt a resolution approving the Consolidated Housing Plan <br /> Annual Update and approve the proposed HOME Program Activities for 1996-97. <br /> BACKGROUND: <br /> In 1995, a Consolidated Plan for Housing and Community Development Programs <br /> in Orange County was developed and approved by the U.S. Department of <br /> Housing and Urban Development (HUD) . This document details the housing <br /> needs of very low income, low income and moderated income families and <br /> special population groups in addition to outlining the strategies and plans <br /> for addressing those needs. An Executive Summary of the Plan is attached. <br /> The Consolidated Plan is required for all communities receiving HOME funds <br /> and CDBG entitlement funds (Chapel Hill) . <br /> Each year local communities are required to submit an annual update to the <br /> Consolidated Plan by May 15, 1996. This Update includes 1996-97 Community <br /> Development Plan for the Town of Chapel Hill and the 1996-97 HOME Program <br /> Action Plan for the County. Public hearings were held by the Chapel Hill <br /> Town Council on January 29 and March 27, 1996 and by the BOCC on March 6, <br /> 1996 to receive citizen comments regarding the Update prior to development. <br /> The Update has now been developed and the established public comment period <br /> is April 15 - May 14, 1996. In order to inform the general public of this <br /> opportunity and encourage participation, a Notice of Public Comment was <br /> placed in the Chapel Hill Herald. A copy of the plan is attached. <br /> Further, in accordance with the Orange County HOME Consortium Agreement <br /> dated August 27, 1992 as amended, the HOME Program Design for each year must <br /> be approved by all jurisdictions prior to submission to HUD. Carrboro is <br /> scheduled to consider approval on May 14, Chapel Hill on April 22 and <br /> Hillsborough on May 13. <br /> RECCHMENDATION: <br /> The Manager recommends 1)adopting the resolution approving the 1996 <br /> Consolidated Plan Annual Update and 2) approving the proposed HOME Program <br /> Activities for 1996-97. <br />
