44 <br /> Section H ANNUAL REPORT <br /> A report shall be made to the Board of County Commissioners each year showing the <br /> number of major subdivisions submitted for Concept Plan approval under these standards, <br /> including, but not limited to, a description of the conventional and Flexible Development <br /> plans submitted, and the subdivision plan chosen for submission for Preliminary Plan <br /> approval The report shall also include an evaluation of these standards, including their <br /> effectiveness in achieving the stated purpose of preserving agricultural and forestry lands, <br /> natural and cultural features, and rural community character. <br /> The Board of County Commissioners shall review the report to determine if these <br /> standards are achieving the stated purpose, and, if it determines that adjustments and/or <br /> changes are required, then it shall direct the County Manager and staff to prepare a report <br /> which outlines recommended changes for its consideration. <br /> III. APPLICATION AND APPROVAL PROCEDURES <br /> Section III-D-1. CONCEPT PLAN APPROVAL <br /> a. Pre-Application Review: To promote better communication and avoid unnecessary <br /> expense in the design of acceptable subdivision proposals, each subdivider is encouraged <br /> to meet with the Planning Department staff prior to filing an application for Concept Plan <br /> approval. The purpose of this informal meeting is to introduce the applicant to the <br /> provisions of this Ordinance and discuss his/her objectives in relation thereto. <br /> b. On-Site Visit: Prior to the submission of a Concept Plan, the applicant shall schedule a <br /> mutually convenient time to walk the property with the Planning Department staff. The <br /> purpose of this visit is to familiarize the Planning Department staff with the property's <br /> special features, and to provide them an informal opportunity to offer guidance to the <br /> applicant regarding the tentative location of Secondary Conservation Areas, and potential <br /> house locations and street alignments. <br /> Prior to scheduling the on-site visit, the applicant shall have prepared the Site Analysis <br /> Map as required in Section V-B-2 below. If the on-site visit is not scheduled before the <br /> Concept Plan submission, it should occur prior to the Public Information Meeting <br /> described below. <br /> C. Applicatiomr Requirements: Applications for Concept Plan approval shall be submitted to <br /> the Planning Department prior to the submission of a Preliminary Plat and shall contain the <br /> following information: <br /> • An Orange County Tax Map showing the location of the parcel to be subdivided. <br />
