2 <br /> 4 <br /> MEMORANDUM <br /> To: Landfill Owners Group <br /> From: Gayle Wilson, Solid Waste Director <br /> Subject: Johnson Property Acquisition <br /> Date: March 20, 1996 <br /> The attached resolution would recommend that the Carrboro Board of <br /> Aldermen, the Orange County Board of County Commissioners and the <br /> Chapel Hill Town Council approve the purchase of the Johnson <br /> property at a cost of $7, 500 per acre . <br /> Background <br /> The Johnson property consists of 13 . 80 acres, located west of and , <br /> adjoining the northern portion of the existing landfill on Eubanks <br /> Road. On December 13 , 1995, a report (Attachment 1) was presented <br /> to the Owners Group regarding our being contacted by Mrs . Shirley <br /> B . Johnson, Administratrix of the Estates of Lisbon R. Johnson and <br /> his deceased son Simon R. Johnson. Mrs . Johnson expressed her <br /> interest in selling the property. <br /> At that meeting the Owners Group authorized the Chapel Hill Town <br /> Manager to conduct preliminary negotiations, indluding receiving a <br /> signed Offer to Sell. Upon the conclusion of negotiations, we were <br /> to report back to the Owners Group . <br /> Discussion <br /> The December 13 , 1995, report indicated our primary reasons for <br /> acquiring the property: to increase the landfill ' s present 100 <br /> foot buffer, and to provide additional area to expand mulching and <br /> recycling operations . <br /> Funding for the purchase would be through the use Land Reserve <br /> funds . After -the recent purchase of the Neville Tract, the Land <br /> Reserve account has $750, 916 . If the final survey confirms 13 . 80 <br /> acres, the total price for the Johnson property would be $103 , 500 . <br /> J <br /> Recommendation: That the Landfill Owners Group adopt the attached <br /> resolution recommending that the Carrboro Board of Alderman, the <br /> Orange County Board of Commissioners, and the Chapel Hill Town <br /> Council adopt resolutions approving the purchase of the Johnson <br /> property at $7, 500 per acre or an estimated total cost of $103, 500 . <br />
