Items typically included in the CIP are construction, <br /> refurbishment, or purchases of buildings; land acquisition or <br /> improvement; and major equipment acquisition and financing. The CIP <br /> process offers the opportunity for periodic, scheduled review of long- <br /> term capital needs, and permits timely acquisition and phased financing <br /> of major assets . <br /> For many years, the CIP was based on a five year planning horizon. For <br /> the past two review cycles, the planning period has covered the next <br /> ten years . The 10 year CIP horizon is consistent with the 10 year <br /> planning period required for the new school space that is to be <br /> financed, to a significant degree, by school impact fees . This has <br /> improved the County' s ability to plan for the financing of a number of <br /> new schools needed in the next few years due to substantial annual <br /> growth in the County' s student population. <br /> Staff will make a brief report on significant aspects of the proposed <br /> 1996-2006 CIP and respond to any Commissioner comments or questions . <br /> No decisions are required at this time, although it would be helpful if <br /> the Board can identify specific elements of the proposed CIP that the <br /> Board believes will require additional research or information. Staff <br /> envisions a public hearing and further discussion and deliberation <br /> during future Commissioners ' meetings in April and May 1996 . <br />
