The General Assembly will convene on
May 13 , 1996 . Local bills must be submitted to the Bill Drafting
Section by May 22, and must be introduced in either the House or Senate
by May 29 .
Last year, the Board of Commissioners proposed local legislation that
would have permitted Orange County and its neighboring counties of
Caswell, Person, and Alamance to resolve the location of county
boundary lines. The legislation was withdrawn when Alamance elected
officials expressed concerns about the legislation. The Board of
Commissioners may wish to decide whether or not to ask the Orange
County legislative delegation to reintroduce that legislation for 1996 .
The Board may also wish to consider other items for adoption as local
legislation. If the Board does have items it wishes to be considered
for 1996 local legislation, it could identify those items at the April
1 meeting, and direct the County Attorney to draft proposed legislation
to be submitted to the Orange County legislative delegation in
accordance with the General Assembly' s rules and timetables .
RECOMMENDATION: As the Board decides .
