Waddell and Collins <br /> emphasized again that, prior to preliminary plan <br /> approval, actual perc sites must be located and <br /> approved. <br /> MOTION: Brown moved that the issue of carrying capacity of <br /> the land be addressed when proposing community <br /> sewage disposal systems and not rely entirely on GIS <br /> at the concept plan stage. <br /> Motion failed for lack of second. <br /> Rosemond suggested that enough time be allowed to <br /> determine the accuracy of GIS. <br /> Jobsis indicated that she felt there has been an <br /> attempt to give some benefit to those willing to do <br /> open space development. She felt that too many <br /> restrictions would wipe out the purpose which is to <br /> promote open space development. <br /> Price clarified that a concept plan should be very <br /> basic -and she felt GIS information would be <br /> sufficient. All of the other options, restrictions <br /> and/or requirements should be addressed at <br /> preliminary plan stage. <br /> Walters stated that she felt the soil survey <br /> information used by GIS is current and has been <br /> updated as necessary. <br /> Price stated that placing a lot of restrictions at <br /> the concept plan stage would encourage conventional <br /> development rather than open space development. <br /> Collins indicated that, if the County wishes to <br /> encourage open space development, efforts must be <br /> made to keep front-end costs as low as possible. <br /> However, if the Board wants to have a percentage, or <br /> all, of the lots perked at concept plan stage, then <br /> make it a requirement. <br /> MOTION: Jobsis moved to leave this provision as stated. <br /> Seconded by Barrows. <br /> Katz recommended an amendment to continually <br /> evaluate the use of soil survey data and the effect <br /> on producing yield plans.
