78 <br /> Collins responded by emphasizing that what is being <br /> discussed is a concept plan. Once a concept plan is <br /> approved, then work begins on all of the concerns <br /> and issues that have been discussed. All of the <br /> issues must be addressed when the preliminary plan <br /> is presented. Then, prior to issuance of building <br /> permits, the community system has to be engineered <br /> and constructed. A community well system must meet <br /> the same requirement; it must be constructed and <br /> proven. Price asked about the same protocol for <br /> individual wells. Collins responded it is too cost <br /> prohibitive to require a developer to drill every <br /> proposed lot to determine adequate water supply. <br /> Collins noted that there have been few problems with <br /> individual wells. Any problems are usually solved by <br /> recombining lots, changing lot layouts, etc. <br /> MOTION: Jobsis moved that the Planning Board recommend to <br /> the Board of Commissioners that they allow community <br /> sewage disposal systems and that efforts to complete <br /> the financial security proposals be increased. <br /> Seconded by Allison. <br /> Katz suggested an amendment clarifying that the <br /> community systems be allowed to provide open space <br /> development. The amendment was accepted by the first <br /> and second to the motion. <br /> Brown stated that she would prefer not to accept the <br /> community systems until the safeguards are in place. <br /> Rosemond expressed concern that there was no <br /> reference to the yield plan. Waddell responded that <br /> the yield plan is addressed in the provisions. <br /> Collins offered the following: The Planning Board <br /> is generally supportive of the idea of using <br /> community disposal systems to encourage open space <br /> developments. However, the Board has a specific <br /> concern about the lack of provisions related to <br /> assuring the financial security of such systems and <br /> asks that the Staff deal with those issues as soon <br /> as possible. Also, the yield plan is a determining <br /> factor in terms of how many units or house lots <br /> could be served. <br /> The revised wording by Collins was accepted by the <br /> first and second to the motion. <br /> VOTE: Unanimous. <br /> Higher administrative costs.
