DRAFT 73 <br /> PLANNING BOARD MINUTES <br /> JANUARY 17, 1996 <br /> and Hillsborough should be different from rural <br /> areas. <br /> Katz asked if the other instances that Willis <br /> referred to had been addressed through the Board <br /> of Adjustment. Willis responded that the others <br /> had withdrawn their requests. She continued that <br /> if the issue had not been one of a stream buffer, <br /> the criteria for a variance would have been very <br /> difficult to grant. The other cases would not <br /> have met the criteria for a variance. <br /> Katz agreed that a more comprehensive review of <br /> the issue should occur, however, he did feel it <br /> would be appropriate to address this issue now. <br /> Allison agreed that this amendment seemed to be <br /> more appropriate than having the applicant <br /> present a variance request to the Board of <br /> Adjustment. <br /> VOTE: 7 in favor. <br /> 2 opposed (Brown - comments already made, <br /> Rosemond - more comfortable with the Board of-, <br /> Adjustment continuing with the variance <br /> requests) . <br /> a. Flexible Development/Open Space Proposal <br /> Presentation by Marvin Collins. <br /> (A copy of the Planning Staff's response to citizen <br /> comments from the November 27, 1995 public hearing <br /> is an attachment to these minutes on pages . ) <br /> Affordable housing applicability. The specific <br /> issue is whether it is discriminatory to allow <br /> developers of affordable housing to submit a <br /> conventional subdivision plan only. <br /> Collins stated that the provisions regarding <br /> affordable housing, including the option to pursue a <br /> conventional plan only, as well as density bonuses <br /> for affordable housing, were in response to a <br /> request by Commissioner Willhoit. Collins noted <br /> that Commissioner Willhoit had emphasized that <br /> affordable housing is a goal of Orange County. <br /> Collins continued that he did not feel it is <br /> discriminatory if it is recognized that there are <br /> more goals than just the provision of open space. <br /> He noted that previous Planning Board discussions <br /> had indicated a desire to change the wording to <br /> encourage applicants to submit the flexible <br />
