36 <br /> 0 The applicant is seeking approval only of a Conventional Development Plan <br /> in which all lots are to be developed with affordable housing units. In such <br /> instances, it is not necessary for an applicant to submit a Site Analysis Map <br /> and a Flexible Development Plan, provided, however, nothing in this section <br /> is meant to discourage an applicant from submitting a Flexible Development <br /> Plan. <br /> For the purposes of this Ordinance, affordable housing is defined as units to <br /> be sold or rented to families earning less than the Orange County median <br /> income, adjusted for family size, as determined by the U.S. Department of <br /> Housing and Urban Development. <br /> Comment: Revisions to this section are based on the recommendation of the Planning Board <br /> that both conventional and flexible development plans be required of all <br /> subdivisions, including those which are to provide affordable housing. Comment <br /> received from the Board of Commissioners indicated this preference as well. <br /> • Concept Plan application form as prescribed by the Planning Department in a <br /> form which provides: <br /> 0 A comparison of the impacts of the Flexible Development Option to those that <br /> would result from the Conventional Development Option. <br /> 0 A checklist identifying consistency with applicable design guidelines as set <br /> forth in Section IV-B-10-G. <br /> • Stamped envelopes addressed to each owner of property within 500 feet of the <br /> property proposed to be subdivided. The names and addresses of property owners <br /> shall be based on the current listing as shown in the Orange County Land Records <br /> System. <br /> d. Public Information Meeting: Upon receipt and acceptance of the Concept Plan <br /> application, the Planning Department shall schedule a Public Information Meeting and <br /> mail notices of the meeting to each owner of property within 500 feet of the property <br /> proposed to be subdivided. The Public Information Meeting shall be held within 15 days <br /> of acceptance of the application, and notices shall be mailed by first class mail at least ten <br /> (10) days prior to the date of the meeting. <br /> At the meeting, the Planning Department staff will explain the County's subdivision <br /> approval process, and the applicant will be available to answer questions about the <br /> proposed subdivision. <br />
