22 <br /> Village Development Standards <br /> PUBLIC&CIVIC USE PROVISIONS <br /> Land designated as part of Public and Civic Uses may include the following: <br /> • Parks and squares;and <br /> • Community buildings and facilities, including meeting halls,libraries,post offices,schools, <br /> Land Use day care centers, churches, civic clubs, police and/or fire substations, recycling centers, <br /> maintenance facilities,and similar uses. <br /> Large scale recreational uses shall be located outside the village proper within the village <br /> conservancy. <br /> At least ten percent(10%)of the land area in the village proper shall be set aside for Public and <br /> Civic Areas. <br /> • Each village proper shall contain a central civic space or"village green"of at least one (1) <br /> acre in size. The village green shall be surrounded on at least three(3) sides by Storefront <br /> and/or Townhouse Areas which may include closely spaced, detached row houses, and <br /> storefront buildings or"shops". <br /> • Each village proper shall contain a "meeting hall" located adjacent to the village green, <br /> designed and sized to accommodate a village meeting, constructed in the early stages of <br /> village development, and owned and operated by the residents of the village; e.g., the <br /> homeowners association. <br /> • The requirement of providing a "meeting hall" may be satisfied through assurances that a <br /> community center, school or church may be used for and is of sufficient size to <br /> Land accommodate a village meeting. <br /> Allocation • At least five percent(5%)of the land area in the village proper shall be arranged in a series <br /> of parks and squares designed to serve as focal points for residential neighborhoods, and <br /> linked together by a system of pedestrian sidewalks and avenues. Wherever possible, they <br /> shall be positioned to form "terminal vistas" at the ends of streets or along bends in the <br /> street alignment. <br /> • At least two percent(2%)of the land area in the village proper shall be designated for other <br /> permitted public and civic uses such as schools, day care centers, churches, and similar <br /> uses. <br /> Land included in the village green, parks, and squares, may be counted toward satisfying the <br /> thirty-three percent(33%)open space requirement. <br /> Lots Buildings located in Public and Civic Areas shall be subject to the same setback and height <br /> & standards of uses on adjacent lots.For example,a meeting hall located adjacent to a Townhouse <br /> Buildings Area shall meet the same setback and building height standards as required for buildings in a <br /> Townhouse Area. <br /> • Streets fronting on Public and Civic Area lots shall conform to the same standards as land <br /> uses across from or adjoining the lots. For example, the streets fronting a meeting hall <br /> Streets located adjacent to a Townhouse Area shall meet the same standards as required in a <br /> & Townhouse Area. <br /> Alleys • Street trees shall be installed within four(4)feet of the property line abutting a street at no <br /> more than 40 foot intervals. They shall be deciduous and of varieties that obtain a mature <br /> height of at least 50 feet. <br /> • The number of parking and loading spaces shall be provided in accordance with Article 10 <br /> of the Zoning Ordinance. <br /> Parking • No fewer than 75 percent of the parking spaces shall be located to the rear of the building <br /> being served. The remaining spaces shall be accommodated in curbside parallel spaces <br /> and/or in side parking lots screened from the street. <br />
