She noted again that she felt <br /> this was a great step forward. <br /> Price asked if a baseline will be established to <br /> provide comparisons after a one year period. <br /> Collins responded that it may be possible to <br /> establish a baseline within the next two to three <br /> months . It is contingent upon Land Records <br /> completing the parcel data for the entire county. <br /> Chapel Hill, Bingham and Cheeks Townships have <br /> been completed. Once the parcel data is completed <br /> in the GIS system, subdivisions that have taken <br /> place within a certain period of time can be <br /> "flagged" and floodplains, wetlands, steep slopes <br /> can be entered and the system will calculate how <br /> much has been protected in those subdivisions . <br /> The percentage of open space in those <br /> subdivisions could then be compared to the <br /> 33% required. Collins emphasized again that it <br /> will take some time, but it can be done. Other <br /> information can also be provided through the GIS <br /> system within the next year. <br /> Price asked about density and census data. <br /> Collins responded that working with the school <br /> boards would provide better figures . The school <br /> boards have the students in their information <br /> system by address . The County also has that <br /> information, and, if related to specific <br /> subdivisions, then we will know exactly what has <br /> happened in terms of density. <br /> Katz stated that he felt the Flexible Development <br /> Proposal will have a very minimal effect on <br /> preserving rural character. It is not necessarily <br /> because of flaws in the proposal, but because the <br /> tools that we have are limited in what they can <br /> do to preserve agriculture. <br /> Barrows reiterated Jobsis comments that it is a <br /> good compromise and agreed that it should go to <br /> the Board of Commissioners . <br /> Waddell expressed respect for Katz' s concerns . <br /> He noted that, being a longtime resident of <br /> Orange County, he had seen the disappearance of <br /> farms in Southern Orange County. There are only <br /> two dairy farms remaining on Dairyland Road. He <br /> continued that what is done with the Flexible <br />
