Reid responded that he was in <br /> agreement with a baseline; however, he was <br /> concerned that if something was not established, <br /> how would a baseline be established. Brown noted <br /> again that she felt the plan would increase <br /> density. <br /> Jobsis stated that she felt the Planning Board <br /> had made a major step forward after eight years <br /> of discussion and debate, and sometimes having to <br /> start over because of changes in the Board. She <br /> felt the Planning Board had come up with at least <br /> a position of some movement toward trying to <br /> achieve what the Commissioners and Planning Board <br /> have indicated they wanted which is flexible <br /> development that provides some movement toward <br /> open space preservation. This may not be a <br /> perfect plan but it is a plan that gets us <br /> moving. Furthermore, we will start to get some <br /> feedback as to what does actually happen when we <br /> try to put in a plan. She continued that she <br /> felt it promotes open space design. That' s the <br /> intent of it and the clear message to the public. <br /> It is also a voluntary plan which she felt was a <br /> very progressive thing to do. She felt that <br /> trying to do anything other than voluntary would <br /> have very sad consequences in the County. She <br /> also felt that this will give the data needed <br /> to provide the information of how many actual <br /> developments attempted to use open space. The <br /> report would also provide information on whether <br /> the incentives worked and whether the applicants <br /> attempt to make use of the incentives in the <br /> plan. It would also determine which incentives <br /> applicants most like and whether more incentives <br /> are needed. Other information provided would be <br /> the densities that are created in open space <br /> development and traditional development . <br /> Jobsis continued that she felt this was a chance <br /> to finally get some real information, a chance to <br /> move forward in a way that is not going to <br /> alienate the people in the rural parts of the <br />
