Planning Board 2/19/96 Meeting Minutes 107 <br /> The Planning Staff recommends approval of the <br /> Preliminary Plan for Phase 2 Charles, Woods <br /> Subdivision per the Resolution of Approval (an <br /> attachment to these minutes on pages .717-,3,o) . <br /> Barrows asked about the remaining 200 acres. <br /> Using the Concept Plan, Kirk indicated the area <br /> under discussion and noted that there has been no <br /> discussion of development on the remaining <br /> acreage . He felt there was the possibility of <br /> road extension and development at some future <br /> time . <br /> Walters asked about the location of the open <br /> space . Kirk responded that the open space was in <br /> phase 1 and there will be a payment-in-lieu for <br /> this phase. <br /> Katz asked about the total acres . Kirk determined <br /> © f1 n that 17 . 30 is the correct acreage . <br /> U"Uj Llf�til <br /> Barrows noted that St . Mary' s Road is a scenic <br /> road and expressed concern with the . increase of <br /> traffic on such a narrow two-lane road and the <br /> desire to protect it as a scenic road. <br /> Howie asked about construction in Phase 1 . Kirk <br /> responded that Phase 1 is in the recording <br /> process, so construction has not yet begun. Howie <br /> continued, asking if the developer had given any <br /> thought to having a walkway to connect the <br /> neighborhood. Kirk responded that there is a <br /> pedestrian open space area on the concept plan <br /> that will be shown in future phases. He continued <br /> that there was open space in Phase 1 of . 97 <br /> acres . In later phases the open space and <br /> pedestrian easement will be continued. <br /> MOTION: Barrows moved approval as recommended by the <br /> Planning Staff . Seconded by Reid. <br /> VOTE: Unanimous. <br /> AGENDA ITEM #10: MATTERS HEARD AT PUBLIC HEARING (11/27/95) <br /> a. Flexible Development/Open Space Proposal <br /> Chair reviewed the summaries of issues that had <br /> been discussed and voted on and recommendations <br /> already prepared with the votes and Planning <br /> Board comments . She noted the two remaining <br /> issues : Minor subdivision applicability and <br /> consistency with goals . <br />
